Short description
The objective of this CLEP event is to improve the professional and technical skills and professional competencies of customs officers performing cash controls at the external borders of the EU. This includes the application of risk management methods and IT applications, as well as the documentary and the physical checks. The event aims to be a ‘train-the-trainer’ format to further enhance the outreach that this sharing of Hungarian and EUCAB expertise can have across the countries under the Customs program. During this training the best practices, experience and specific cases may also be shared amongst the participants. The event will be the last preparator meeting for the training.

Description
The development of the Cash control training program had started under CELBET and finished in EUCAB. The NTCA of Hungary and EUCAB subject matter experts are willing to share their experiences with other participating countries. The training event will take place at BCP Röszke (Hungarian-Serbian border), in the training facility of the Centre of expertise for the “Customs control skills development”.
The training content relates to the cash control processes at land border crossing points, but the knowledge can be used at any places where cash control is realised. The exercises are organized in a real environment. The customs officers participating in the training event will be acquainted with the safe and proper use of the tools and the different special features when it is needed.
The training course focuses on the following main topics:
- Importance of cash control, basis and legal framework of cash declaration and control
- Cash definition, declaration procedure
- Cash controls at the BCPs - procedures and actions – risk indicators
- Cash controls at the BCPs - procedures and actions – interviewing
- Communication and cooperation with Financial Intelligence Unit, and EU and national IT systems
- Case studies and concealment places
- Field exercises.

- Customs officials with a sound knowledge and practical expertise on cash control process;
- Customs officers responsible for introducing, realizing, delivering or updating training on cash control topic in their national administration.
