Description

Background

The key objective of the CLEP programme is to allow trainers, subject matter experts, and experts with teaching practice, to deliver training to Participating Countries administrations staff, enabling them to benefit mutually from existing expertise in the field of customs and tax and, in doing so, to enhance training capacity as well as professionalism of public administrations.

The objective of this training is to increase the effectiveness and efficiency and results of controls (operational procedures and working methods) at the EU's external land borders as well as in ports and in mobile controls. The improved customs controls capability and performance standards of customs can reinforce security and safety within the Union. Also, the filtering out of goods, which are harmful to the citizens, the society, and nature or in general, means more safety and security in Europe and in the global context. These objectives lead to the necessity to further train the customs officers working in tasks including car search.

The training relates to the main types of cars and vans. Exercises are organized in a real environment. Customs officers participating in the training will be acquainted to the safe and proper use of the tools and the different special features stemming from the different build and power of the vehicles.

The training provides advanced knowledge for searching cars. The training focuses specifically on the structures of personal cars and vans and on safe methods to perform controls. The training includes also other aspects of vehicle technique.

The CLEP Training Workshop “Car Search Training” organized by Finnish Customs will take place in Vaalimaa at the eastern border of Finland, where there is a centre of expertise for car search.

Expected outcome

  • harmonisation of working methods and car search technique at EU level,
  • the Improved skills, more harmonised working practices and knowledge on car search
  • the knowledge of the use of tools and technology used in car search.
Methodologies

  • Presentations of Car Search updated methods, training techniques, safety, methods of concealment, alternative fuels; 
  • discussions; and  
  • Videos

       2. Practice : Exercises and 'Hands on' case studies on vehicles in a real environment.

Interpretation/ working language
Working language: English. No interpretation will be provided.

Participant preparation

The course consists of an eLearning part and practical training. The Car Search eLearning provided in the Customs & Tax EU Learning Portal gives a good induction for this training and participants should study it before participating in this training. Also, a separate learning material will be provided to the selected participants before each training course by the trainers. The participants will have to study the material and answer to questions.

Profile of participants

  • Customs officials with sound knowledge and practical expertise on car search.
  • Customs officials working in the field of the car search (i.e. in mobile groups, ports, border crossing points).
