Short description

The objective of this CLEP event is to improve the professional and technical skills and professional competencies of customs officers performing customs controls at the external land border of the EU. This includes the application of risk management methods and IT applications, as well as the documentary and the physical checks. The event aims to be a ‘train-the-trainer’ format to further enhance the outreach that this sharing of Hungarian and CELBET expertise can have across the countries under the Customs program. During this training the best practices, experience and specific cases may also be shared amongst the participants.

Description

The Customs control skills development training program had been developed under CELBET and the NTCA is willing to share it with other participating countries. The training event will take place at BCP Röszke (Hungarian-Serbian border), where a Centre of expertise for the “Customs control skills development” had been established in 2022 and a new training building is operating from 2024.

The training content relates to the customs control processes at land border crossing points, but the knowledge can be used at any places where customs control of passenger cars, minibuses, buses or trucks are realised. The exercises are organized in a real environment. The customs officers participating in the training event will be acquainted with the safe and proper use of the tools and the different special features.

The training course focuses on the following main professional topics:

·      Selection process, local risk assessment

·      Interviewing and profiling

·      Steps after result of risk analysis and profiling

·      Case studies and field training – passenger traffic, cars

·      Case studies and field training – passenger traffic, buses, minibuses

·      Case studies and field training– cargo traffic.

As this training course is planned to be organised as train the trainer session the following methodology topics will also be included:

  • how to decide the best training method on different topics,
  • how to involve the participants,
  • how to built up a training course with the national resources,
  • how to manage the practical part of the training,
  • how to deal with the organisational issues.

Profile of participants

The workshop is targeted to Customs officers dealing with customs control process at external borders:

- Customs officials with a sound knowledge and practical expertise on customs control process and;

- Customs officers responsible for introducing, realizing, delivering or updating training on customs control process in their national administration.
