Description

The objective of this CLEP event is to improve the professional and technical skills and professional competencies of customs officers performing customs controls at the external land border of the EU. This includes the application of risk management methods and IT applications, as well as the documentary and the physical checks. The event aims to be a ‘train-the-trainer’ format to further enhance the outreach that this sharing of Hungarian and CELBET expertise can have across the EU. During this training the best practices, experience and specific cases may also be shared amongst the participants.

The improved customs capability and performance standards of customs can reinforce the protection of the EU`s financial interest. Also the filtering out of goods which are harmful means more safety and security in Europe and in the global context. The Customs control process training program had been developed under CELBET and the NTCA is willing to share it with other participating countries. The training event will take place at BCP Röszke (Hungarian-Serbian border), where a Centre of expertise for the “Customs control skills development” is planned to be established. The training content relates to the customs control processes at land border crossing points, but the knowledge can be used at any places where customs control of passenger cars, minibuses, buses or trucks are realised. The exercises are organized in a real environment. The customs officers participating in the training event will be acquainted with the safe and proper use of the tools and the different special features. 

The training course focuses on the following main topics: 

  • Selection process, local risk assessment; Interviewing and profiling;  
  • Steps after result of risk analysis and profiling;  
  • Case studies and field training – passenger traffic, cars;  
  • Case studies and field training – passenger traffic, buses, minibuses;  
  • Case studies and field training– cargo traffic.

Expected outcome:

  • Identified good practices 
  • Introducing the activities of control officers in customs control processes and sharing information about the tools, technics and methods of trainings; 
  • Sharing case studies making deeper knowledge 
  •  Presenting national training systems focusing on control customs officers working at BCPs.

  •  Presenting the Hungarian training system focusing on the customs control process trainings
